Are We Allowed to Sign FA's at This Time of Season?

Just wondering, I'm not tuned into this particular rule.

If we can still sign FA's there are a couple of guys that could be significant.

Kupchak probably couldnt even close a deal to get someone from the developmental league to play for our team, let alone a free agent
