There's no "Shooting to 'stop'" that doesn't involve the use of lethal force. And they know that. They are just engaging in a game of semantics for PR purposes.
The reality is that police officers should never discharge their weapon unless the intent is to eliminate a threat to someone's safety immediately and completely. The only way to do that with any likelihood of success is to engage
The problem is not Law Enforcement's approach and training as to how they use their weapons.
The problem is how those officers choose to USE that training and in what situations they pull the trigger.
Shoot to Stop also means to call over a 15 pound puppy and shoot it until its tail stops wagging.
Psychopath pig. I'm sure he will invoke the "I was in fear for my life" get out of jail free card. That dog looked absolutely vicious. It may have licked him to death.
