In our "Cops" thread from a couple years ago which eventually got closed, the following was offered:

REAL WORLD EXAMPLE: Most are aware of the issues between the Justice Dept findings and the Seattle Police Department. The SPD initially simply dismissed much of what was contained out of hand. LUCKILY, better heads prevailed and the SPD decided to actually start to LOOK at possibilities instead of just sitting back whining about

"That's too uncomfortable to take on so we'll instead just sit back and demand the game be played on just our terms or we'll refuse to participate until the game is allowed to be played on only the terms we find acceptable".

So after much discussion with the public, a rather simple solution was proffered to the SPD re: the issues they have had with the minority ASIAN & BLACK communities in the Central District and South Seattle. A simple suggestion was made by an Asian gentleman because of his experience living in North Seattle AND South Seattle. He simply offered that perhaps the Police should apply the approach to these 2 areas that they apply to the remainder of the city. That's it. That simple. You see, those of us who live withing the city limits outside of those areas seldom have adverse contacts with law enforcement regardless of our race. We seldom get pulled over to minor traffic infractions (more like never) in the majority of this city, a luxury that had not been afforded to those in the CD & South Seattle prior. That change with policing? Now they've simply altered their contact footprint in those areas to match those of the rest of the city,and with GOOD early feedback from those parts of the community. A funny thing seems to occur when you STOP TREATING a certain segment of the population as more culpable than the rest of the population. It's early, but complaints are WAY down against the SPD since implementing the change. What hasn't happened? A rapid increase in crime - shooting down the theory that certain populations segments need to be held under thumb lest crime run amok. It simply is NOT proving to be the case. But we would have never been able to discern that if we'd REFUSED to look at realistic alternatives as the SPD first suggested - as unworkable. It' falls under the old "You won't know if you don't at least try" routine.

You CAN stop having Racial ACTIONS, as our police are proving by simply treating that segment of the population EXACTLY like they treat the rest. It wasn't that difficult to just stop pulling everyone over willy nilly and stopping folks for no reason at all in those neighborhoods. We'll monitor over the coming years, but with our current fantastic economic climate that afford opportunities to people in those communities not showing signs of abating - I'll venture a guess that crime will continue to remain in check even without the disproportionate heavy handedness of before.



And now we've evidence of the actual real world progress that's been made:

Public approval of the Seattle Police Department has reached a new high in the fourth year of federally mandated reforms, notably among African Americans, according to a new survey.

Overall, 72 percent of Seattle residents approve of the department’s performance in 2016, compared to 60 percent in 2013, the first full year after the city entered into a consent decree with the U.S. Justice Department to address excessive force and biased policing. In 2015, the number was 64 percent.

It comes on the heels of September progress report from Bobb, who found Seattle police have made “significant progress” over the past year in complying with the consent decree and, for the first time, provided a potential time frame for the city to reach full compliance in fall 2017.

According to the survey, the 2016 approval rate among African Americans was 62 percent, compared to 48 percent in 2015 and 49 percent in 2013. For Latinos, the rate has grown from 54 percent in 2013, to 65 percent in 2015 and to 74 percent in 2016.

Disapproval of the department has gone down during the three survey periods, from 34 percent in 2013, to 25 percent in 2015 to 20 percent in 2016, with similar trends across racial and other demographic lines.

Fewer people who were stopped by the SPD reported problems, with 71 percent approving of the way their encounter was handled, compared to 65 percent in 2013 and 70 percent last year.

Also in the past year, less than one percent of Seattle residents said they were victims of racial profiling, a statistic unchanged from 2015. Three percent of African Americans said they were victims of racial profiling, along with one percent of Latinos.

Seventy-six percent of residents reported SPD is keeping them safe, up slightly from 71 percent last year and 74 percent in 2013.

They also are more likely to perceive officers treat them respectfully than in the past, and less likely to perceive the department uses excessive force, is verbally abusive, engages in racial profiling or uses racial slurs as often as they did in 2013.

Experiences of Latinos and African Americans support public perceptions that SPD treats them worse than others. But the gap is much smaller than in 2013, according to the survey.

The survey cited as “troubling” the number of Asian Americans who know someone who has been a victim of racial profiling. But while the number tied an all-time high, the sample was small with a plus or minus 10 percent margin of error.


Proof Law Enforcement Can Indeed Change It's Spots


Would have never happened without 1st having an open & honest conversation about the problems that actually existed. The Seattle Police Department is growing ever closer to the goal of treating all the cities residents in a most similar manner. The Central District and South Seattle no longer feel like the occupied territory they did just 5 short years ago. Residents are no longer subject to anywhere near the level of Police Harassment as had been the case prior. In short,they are now enjoying a relationship with Police that we in the remainder of the city have been lucky to enjoy. Our Police Chief has done a very commendable job of changing the culture,and Kudo's to the rank and file for doing their part!
