This is inevitable, in my opinion. I don't know whether this particular league will succeed or fail, but the current model of college sports as a de facto minor league system for the NFL and NBA makes no sense. The winds of change have been blowing for the last few years.

The question is whether the professional league (NFL, NBA, etc) would continue their support for NCAA (mandatory athlete play for NCAA) or they would not interfere with these NCAA vs minor league

The NFL and NBA would be constrained by the antitrust laws. In the short term, they will prefer the college system because it does a better job of pre-promoting players. If someone is a star in college, they are already a minor celebrity, especially in football.

Doubt anybody will form a semi-pro football league just for the NFL. Seeing how much liability there is for playing pro football its just not worth it. They will continue funneling thru the NCAA.

There is a real business opportunity for a spring and summer league. Forget the USFL and the XFL -- those were different concepts. Imagine a relatively low budget league running some games in the off-season. Think of this as sort of an outdoor version of the arena league. The goal wouldn't be to create a minor league for the NFL. The goal would be to create a viable league that controls the contract rights of a lot of kids that the NFL wants. Think about it.
