The NBA is on track to implement rules that punish teams for resting players.
Who determines the fines, and on what basis?

Sources: In proposal, Silver has discretion to fine teams for resting multiple players in single game, or healthy ones in national TV games.

What’s to stop teams from resting players and calling it an injury? That’s how it used to work, players missing games with “back spasms” or some other mysterious malady. Will teams really be investigated on a case-by-case basis whether their injured players are really hurt or just resting?
That’s a lot of power to hand NBA commissioner Adam Silver. Even with the best of intentions – which I believe Silver would generally have – it’d be difficult to enforce this rule non-arbitrarily.
Most times a player is “resting” involve multiple factors, including minor bumps and bruises. How much must rest factor into the equation for it to draw a fine? 100% 50%? 1%? How will these evaluations be made?
I suspect teams will generally get in line behind the spirit of the rule change and play their healthy players during nationally televised games and stagger other resting opportunities. But if anyone pushes the limit, this could get messy in a hurry. |

What if Pop plays Kawhi for the first quarter and then sits him the rest of the game? Would that count?
Slippery slope here NBA

I would assume a starter has to play minimum amount of minutes. |

Here is the full write up from Woj. The league knows that this is going to be difficult, but this is an important economic issue. The NBA is not some sort of artistic endeavor. They are selling a commercial product. The TV networks are marketing marquee matchups. I still find it remarkable that an astute guy like Popovich doesn't get this.

I could see it from the commissioners point of view as well....imagine you paid big bucks as a fan to see a superstar play and they probably only have one game in your city since they are in another conference. Those players rest and you can't get a refund. You end up watching a crappy game and go home diasppointed. |

They need to define some minimum then.
And while they're at it silver should start dictating lineups, rotations, and schemes for each team too. |
