The Noel - Dallas situation is similar to the Monroe - Detroit situation a few years ago.

...If Monroe plays out the season, Detroit will keep his Bird rights, which means he could conceivably make his way to a capped-out team via sign-and-trade. If he is involved in a deal this year, he loses those Bird rights. That's a result of him signing that qualifying offer, which also means that any in-season trade would be subject to his approval. While it's not out of the question that Monroe would agree to a deal, he "is not enamored about the idea of joining a team mid-season, without a training camp to learn a new system," according to USA Today
If a player with a negotiated no-trade clause consents to a trade and is traded, his no-trade clause remains in effect with his new team.
There are two additional circumstances in which a trade requires the player's consent:
* When the player is playing under a one-year contract (excluding any option year) and will have Larry Bird or Early Bird rights at the end of the season. This includes first round draft picks following their fourth (option) season, who accept their team's qualifying offer for their fifth season. When the player consents to such a trade, his Larry Bird/Early Bird rights are not traded with him, and instead becomes a Non-Bird free agent3. Hmm, if we spend our actual cap space, wouldn't it make little difference b/c we would need actual cap space to sign him? So if it's 8m cap hold, that's functionally what we would pay him (assuming we sign 2 max players or use the cap space up accounting for the 8m cap hold).

Yeah, it was a silly question since the Lakers wouldn't have his Bird Rights anyway. Trading for him offers no value under the two max plan unless he's a room exception guy, as you note, which seems unlikely.
That makes me worried that trading for Noel is the plan.

Bad ideas to dump young talent primary for salary relief.
That mindset will keep you at the bottom of the heap.
If the two max free agents are the goal, you still have to determine how realistic that is ... And by realistic find out which two and how interested they are really. You won't know this til the summer unless you've been tampering.
Dumping Randle, Clarkson, Nance is not as good as dumping Deng. So if Deng isn't in play, i wouldnt make any of those deals. Like really who would take Deng at this point? Lakers aren't doing his value any favors by DNPing him.
