It's funny that no matter how big a punchline the guy can be, he actually was pretty prescient on both the internet and Climate Change.

No, and he never claimed to. He merely took credit (correctly) for being a visionary legislator who helped make it possible. One of the actual inventors of the internet, Vincent Cerf, said:
