Cap expert about max salaries

Can I ask cap space expert, what is stopping us and agreeing to trade the #4 pick to NO early this draft for expiring contract like morris or Smith and Payton then renouncing there rights. Then trade for ad for ball, Ingram, Hart and 2 future first round and swap. Doesn’t that clear cap space already to sign max player.

Same players two contingent deals. The only problem preventing us from max is the #4 salary.

NO want the player they want at #4, if they are sticking to the agreed upon deal then we can choose Joe Schmoe at number #4 and trade it to them for AD which will be bad for NO and a waste of #4.

Morris, Smith, and Payton were all expiring contracts last season (which means they were in the final year of their contract). Once the season ended, so did their contracts.

NO can't trade them unless the team first signs them to new contracts.

I'm just curious, what in the CBA makes this true? Doesn't the cap clock restart on June 30th? Are you saying we wouldn't be able to trade Rondo, McGee etc in the next 2 weeks?

Once the trade deadline passes, the CBA doesn't allow you to trade players whose contracts are expiring. So we do not have the ability to trade Rondo, McGee or anyone else who is not under contract for the 19-20 season.
