Of course the police chief stands by his officer despite the video.

If a cop can't go down for getting caught on camera gunning down some dogs who didn't appear to be attacking, then they're never going down for anything. I'd want to see the rest of the video besides that brief clip just in case there was a valid reason, but it's hard to think there would be judging by what was shown. Dogs didn't look aggressive at all.

Replace "forget" with "didn't care". A lot of behaviors from cops point towards a culture where they feel immune to any repercussions, which is why I am led to believe it's not just a small batch of bad ones. If you were in a group of people who were like minded as you, wouldn't you feel comfortable doing something stupid without being singled out?
