Yes they have to apply for it. If they don't get it they'd have to cut someone before they could add anybody to the roster

@22, thanks. I just think it's a flat-out stupid rule. The team itself has no control of players going down with freak/fluke injuries. The best free agents are already taken, anyway...I just can't see the purpose of it.

You didn't know this?

Is that why you thought it would be easy-peasy to just sign some dudes and wanted to know why that was such a difficult concept to grasp?

To prevent teams from stashing guys who are "injured".
