I don't recall anyone saying he was a "typical" bully.

Does him being atypical make him a terrorist?

A murderer can be a bully as well, I don't see how they're mutually exclusive in the slightest. And besides, that's irrelevant to categorizing the behavior that preceded the murders that the neighbors described, which you referenced to as being the evidence of him being a terrorist.

Hicks can be labeled a bully, a terrorist or a racist who committed a hate crime.

How do you squeeze the toothpaste tube, top middle or bottom?

Detailed, except they didn't mention the police's early and premature parking dispute statement. Worth reading.
