They also need to re-sign Milsap/Demarre Carroll and could possibly get another free agent. Since first round contracts are guaranteed, they might want to shed some salary. How about we offer:
- Our 2nd rounder (which well be in in the low to mid 30's)
- A future first rounder (lottery protected protected for 4 years. if not conveyed in that time, then a 2 2nd rounders will be given)
- ATL dumps Shelvin Mack and the $2.43M owed to him for Sacre (team option) + 750k
For Brooklyn's first? It will likely be a 10-14 pick.
The why: by doing this, they can still secure a first round pick in the future, acquire a non guaranteed early second rounder now, plus they will shed payroll which will free up more money to hunt for another free agent to add to the team.

They wouldn't want a first rounder because the contract would be guaranteed, plus it wouldn't be worth it. Houston's pick will probably be something like 26th and guaranteed.
So a 26ish plus 34ish pick is not enough to land a 10-14 pick. Last year the bulls had to trade the 16th and 19th picks to land McDermot at 11. Then again, the deal that Denver got was pretty sweet.. I don't think the Bulls do that under normal circumstances, but maybe they really wanted McDermott and plus they needed to shed salary (having 2 guaranteed rokie contracts is not a good idea for a win-now team).

The salary difference between the first round pick from Brooklyn (currently about 2.1 million) and the second round pick from the Lakers ($525,093) isn't a significant amount. There would be two years of Shelvin Mack which is a total of approximately $4.9 million.
A huge improvement in the draft for the Lakers from an early second round pick to a mid - late Lottery pick for a relatively low cost.

The time period (2016 Draft?, 2017 Draft?, 2018 Draft?, 2019 Draft?) for the future first rounder that you are offering would have a fair amount of overlap with the first round picks owed to Philadelphia (originally to Phoenix) and Orlando. A slick deal if Mitch could pull it off, but he also risks being viewed as disingenuous - shady by the Atlanta FO for making that offer.

Does that trade work in June per the CBA?
If the rebuttal is going to be to do the trade in July when the Lakers have Cap Space, then why wouldn't the Lakers just absorb Mack's contract into Cap Space and handle the disposal of Sacre's contract themselves?

Do you (and others) think that it is a very favorable deal for the Lakers since they aren't really having to spend a tremendous amount for a huge improvement in the draft order? If so, do you think that other teams will also realize the opportunity at hand and offer a better deal to the the Hawks than you have proposed?

The salary situation for Hawks this Summer might not be as critical as you are suggesting, but retaining Milsap, Carroll and signing a Free Agent in the $8 million salary range would be rather difficult.

Milsap and Carroll were signed in Summer 2013 on two year contracts, so they don't have full Bird Rights with Atlanta.
EARLY BIRD EXCEPTION -- This is a weaker form of the Larry Bird exception. It also allows teams to exceed the cap to re-sign their own free agents, but with more limited contracts than the Larry Bird exception. To qualify for this exception the player must play for two seasons without clearing waivers or changing teams as a free agent (see question number 33 for details and nuances to this rule). A team may use the Early Bird exception to re-sign its own free agent for up to 175% of his salary in the previous season (not over the maximum salary, of course) or 104.5% of the average salary in the previous season, whichever is greater (see question number 32 for the definition of "average salary"). Milsap at $16 million appears to be fair for both him and Atlanta while Carroll could be getting offers in perhaps the $8 million range.

That is fairly close to the projected Salary Cap and they could fill out the other two roster spots at relatively low costs with one player making the Room Exception and another making the minimum salary.
After reviewing the numbers, I doubt that Atlanta will have the urgent need to dump Shelvin Mack's contract as you have suggested.
