I'm pretty sure they would have picked Towns. Basically every scout was in love with his versatility, the ability to shoot, post up, protect the rim, rebound, pass, cover the pick and roll...etc.
My board always stayed the same throughout the process:

As we're now in the free agent period, it occurs to me that the most important piece a team needs to acquire is the player that other players want to join. There are a few profiles that can fill that role.
The alpha is the best player in the league. While that's currently LeBron, his particular leadership style is to treat his teammates like they're his kids. That works for the young players, but grow men don't much like that.
Before zones were allowed the next profile was the dominant big who could draw the double and get you open looks while also cleaning up your mess on defense. Dominant post men are presently out of favor and defensive anchors are an important ingredient, but often thought of as a utility (like Mozgov).
Then there's the last profile, the guard who can keep the defense honest with his shot but also has the ability to be pass-first. This is the Nash/Curry role. It may be a year too early for LA to use Russell as a free agent draw. Guys want to see what he's got first. Butnif he shows the ability to elevate his teammates game's in anything close to what he did in college, players are going to be lining up to play with him. _________________ Austin Reaves keeps his game tight, like Kobe Bryant on game night.

If they didn't think Towns was worthy of going up on the wall, they might still pick Russell. I mean, based on what our guys are saying, Russell v Okafor wasn't really even a debate despite media hubbub.
I like what someone else here said though...do the Bulls take Jordan over Hakeem if they pick 1st? Sometimes you don't question fate I guess.
Towns. but I think we lucked out at being #2 and getting Russell. He'll be the best player in this class, just as Jordan turned out to be the best of the 84 class eventhough Hakeem was the consensus #1.
I'm just glad we didn't make the Sam Bowie mistake.

Funny thing about this was that the Celtics might not have picked Larry Bird if they hadn't gotten a second pick from the Lakers. The Lakers traded their 1st round pick and Kermit Washington, after the infamous Tomjanovich punch, to the Celtics for Charlie Scott. The Celtics needed a player that would help right away. They knew that Bird was going back to college so most likely they would've picked someone different. So if they had picked someone else the Lakers would've had a good chance of getting Bird with the 8th pick.
