The hotel was holding an international peace conference and Mali is an Al Queda area of operation. Speculation is that they wanted to strike to essentially remind everyone that it isn't just ISIS that people need to worry about.

Eventually that is certainly a possibility.

But the reality is, if ISIS was really poised to take such action at this time they'd have done it.

And this week would have been the perfect week to prove it.

In the 2012 Presidential debates, Romney warned about AQ pretty much taking over northern Mali and the press made fun of him.
