Come on, guys... That wording makes it sound like they're not interested in picking up a flyer for a while, or messing with the roster at all, really.

They really have limited resources to help the players they have now. Taking a flyer on some young kid in the middle of the season will mean the team and staff have to adjust to this player.

An assistant coach spending hours with a new player is an assistant coach not spending those hours on the young good players we already have.

They're trying to build something from scratch. With a lot of raw parts. They're not trying to add more clay to the mix right now.

Next year I'd imagine, but they have plenty of raw material this year.
