Question about luxury tax / our future

So hypothetically can we sign a max FA this summer to a 1 year deal with a wink wink deal that we'll sign him long term to max after that 1 year so that in 2020 we can then sign another max and THEN sign the guy we had on a 1 year deal into luxury?

So for example sign Kyrie this summer to a 1 year max, keep our whole core, and then in 2020 sign AD to a long max deal, re-sign all of our young guys that need extended/resigned and then re-sign Kyrie for a max that goes well into luxury ?
