New playoff format

What if we combine the ideas of a tournament play to make the playoffs with the one that suggests having the best 16 teams in the playoffs.

Having the best 16 teams in the playoffs is hard to accomplish since you need to increase the number of games between east and west and increase travel which may increase injury risk (because of extra fatigue)

Having a tournament play between places 7-10 seed teams does not seems fair since 2 teams already won those spots.

Now what if we have a qualifying round between 7 seed in east vs 10 seed in west, 8 seed in east vs 9 seed in west and vice versa. If the west 10 or 9 seed win they play in the east for the east of the playoffs.

This will also make sure that there will be more lottery picks going in the weaker conference, since it will have more teams qualifying for it.
