Do casual NBA fans actually think Caruso is a good player, or do they just know that Laker fans are clowning/loving Carushow when we call him the GOAT?

It is bitterness due to him getting the coverage he does because he is a Laker.

GoZ is just poking fun and at the same time playing to the Lakers huge fanbase for clicks.
