Im trying to up the ante of my wife's upcoming birthday gathering by looking into a party buss/limo so we are not all shuffling around from spot to spot in our own cars.
Is it poor form to ask if everyone chip in on this and basically pay their way on by the head?

Yes it is, don't to it. I've organized party limos for fund-raising, and while we collected money most of the proceeds went towards charity. In terms of party bus etiquette, I'm a fraternity guy: keep the keg cold and always hold your head out the window if you needed to hurl. The dues paid for those rides to wherever. The thing is, you're not running for a charity, and it isn't a social calendar activity which is implied when you pay dues. This is a specific even to celebrate your wife. Don't ask for contributions. It's good form for the guests to reciprocate with a nice gift for your wife.

I won’t disagree with AP since I have limited experience in this. We did rent a party bus for a special birthday and I didn’t ask for contributions. After the fact when comparing notes with friends, collectively we paid about 3 times the fee for the bus and driver. Keep that possibility in mind.

I wanna say it depends on who's going and what the crowd is like.
I'm sure there will be some that ask to chip in and others that won't.

You know your friends and fam better than us, obviously. But if they don't want to chip in or it feels too awkward asking...then just make sure they come bearing gifts for wifey.

I'd check with the event menu locations in your city. Compare prices with a bus. I'm pretty sure there'll be ample parking. Do you expect a large number of guests?

Talk to the 2 or 3 closest friends and see if they are willing to split. If yes, then send out "Hey we're pitching in and getting a party bus so we don't have to uber, if you want in let us know - the more there are the cheaper it is for everyone!"
