He should be the priority, since we do have young safeties on the roster and two of the fared decent-to-good last year (Rapp was decent and Fuller was good, while Burgess was below average). However, if you can get Mathieu, maybe you can even flip one of those young safeties for a Day 3 draft pick.
If we extend/restructure both Donald and Kupp, I think we can afford both. It would just mean at some point in a few years our cap situation is going to be ugly, but screw it, we're in a win-now window!
