I guess if anyone understands the impact of the two players it would be Brad Stevens

Based on talent and on-court contributions alone, Celtics lose this in a landslide. Of course, actually being on-court to make those contributions are a huge caveat when it comes to Kemba. Beyond health questions, there were supposedly locker room issues that happened with Kemba/Celtics, so this definitely plays into that story too.

I'd view the trade as two: 1) Kemba for Horford, two bad contracts that both teams would be happy to part with, and 2) Moses Brown for the FRP. Kemba is the far better player and Horford's best days are behind him. I guess the Celtics would much rather have a healthy guy on a bad contract than an oft-injured one. As for Brown, I haven't seen the guy play, but FRPs are major trade capital and trading one for a guy who has only played 52 career games in two seasons seems like a huge over pay.

Time will always tell us who "wins" this trade, but OKC seems to have made off like bandits if they can keep Kemba healthy. After all, they did well with keeping CP3 on the court while he was there. Kemba + SGA should be a pretty awesome back court.

I believe the official rule is that teams are eligible to trade as soon as their season is finished, but they obviously cannot trade anyone who will become a free agent in the summer/or has an option on the contract (player or team).

Yup, teams can make trades immediately after they play their final game.
